MANISTEE COUNTY — The unemployment rate for the state of Michigan is 4.6%. That is slightly below the national average of 4.8% for the entire United States, according to data from the Michigan Department of Technology, Management and Budget for September.

For comparison, the unemployment rate in the state for September 2020, was 8.2%.

The DTMB report said that "September was the fifth month in a row to exhibit an over-the-month payroll employment increase, although job gains in the last two months have been modest."

The unemployment rate for Manistee County was 5.1%, according to data from September. However, complete data sets, with more specific breakdowns have not been released — such as total numbers of people employed in a county and what sectors they are employed in. The most recent data is from August.

September's 5.1% unemployment rate, though higher than the rest of the state — that was true in August as the unemployment rate for the state only dropped by a tenth of a percentage point from 4.7% in August to 4.6% in September — is a significant drop. Manistee County had an unemployment rate of 6.3% in July according to data from the Federal Reserve Bank of St. Louis. That is a full percentage point drop in the unemployment rate. Over the past two months, the county's unemployment rate has dropped by 1.2%

For comparison, the unemployment rate in Manistee County only dropped by 0.3% between April and July. The county had a 6.6% rate of unemployment in April. The county also gained close to 600 employees from April to August. Data from the Federal Reserve Bank of St. Louis shows a civilian workforce of 10,093 people in April. In August, the county had a civilian workforce of 10,675. However, that is down from a civilian workforce of 10,720 in July.

However, the data provided by the Federal Reserve is not seasonally adjusted and may not account for a seasonal decline of summer employees, who may often be teenagers or interns, who went back to school in the fall. The DTMB report did report that "the northwest Lower Michigan region had a large monthly seasonal employment reduction, reflecting reduced tourism activity in September."

In Benzie County, the unemployment rate was 4%. It was 4.2% in August according to data from the St. Louis Federal Reserve. Data from the St. Louis Fed also showed that Benzie County had 8,810 people in the civilian labor force. That's an increase of about 500 people from April when the county had 8,346 workers. However, the August number is down 120 workers from July when Benzie County had 8,930 people in the labor force.

The total number of unemployed people in Manistee dropped from July to August. In July, there were 671 people unemployed. By August that number was down to 569, accounting for the large drop in the unemployment rate.

The DTMB report also noted that "According to the monthly survey of employers, not seasonally adjusted Michigan payroll jobs advanced by 23,000 over the month, or 0.6%, to 4,207,000. Minor reductions in many statewide industries were overshadowed by a 44,000 seasonal job increase in the government sector as hiring began at local schools and universities."

The report also said that the unemployment rate decreased in 81 of Michigan's 83 counties, and that "all 83 counties exhibited unemployment rate reductions over the year."

As for the types of industries that people were employed in and the trends that were seen, there was no recent data for Manistee County, but information for the state as a whole was available from the DTMB report. That report had a few key takeaways which included the following:

• The statewide education and health services sector exhibited the largest over the month job decline, down by 6,000, or 0.9%.

• Manufacturing jobs edged up slightly for the second consecutive month during September.

• Statewide payroll employment moved up by 99,000, or 2.4%, over the year. Michigan nonfarm jobs were 272,000, or 6.1%, below the February 2020 pre-pandemic level.

• The state’s professional and business services sector exhibited the largest over the year numeric job advance, adding 30,000 positions since September 2020.

The DTMB report, as well as data from the Federal Reserve Bank of St. Louis, revealed that employment grew by a total of 12,060, from 4,726,020 people in the Civilian Labor Force in August to 4,738,080 people in the Civilian Labor Force in September.

In terms of total employment, according to the DTMB report, "The statewide employment total advanced by 16,000, while the number of unemployed inched down by 4,000. Michigan’s labor force increased by 12,000 over the month."

However, the report also noted that the unemployment rate is higher than pre-pandemic levels.

The report listed the following facts:

• Michigan’s September 2021 employment level remained 226,000, or 4.8% below the February 2020 pre-pandemic total.

• Total unemployment in the state was 36,000 or 19.4% higher than the February 2020 level.

• The September 2021 jobless rate of 4.6% was above the pre-pandemic rate of 3.7%.
