Vallejo salons, barbers, get a pandemic break - Vallejo Times-Herald

The mayor — and, by vote, the Vallejo City Council — considered it a “no-brainer” in approving the extension of various small businesses using a city right of way.

In a unanimous vote, the council authorized city staff to allow restaurants, bars, hair salons, barber shops, nail salons, massage establishments, day smalls and “similar businesses” to apply for permits to serve customers.

The council also agreed to waive permit fees it would normally receive from merchants using sidewalk areas for street “parklets” for business.

Previously, only applications to utilize city right of way was accepted from restaurants and bars.

Permit fees will be waived until the state declares an end to the COVID-19 emergency.

“I think it’s going to be helpful for our businesses. It’s good for the local economy and it’s keeping people working,” Mayor Bob Sampayan said Wednesday afternoon.

“The pandemic demands creativity and flexibility to allow our businesses to survive and thrive, and this is another step int he right direction to support our local economy,” agreed Councilmember Pippin Dew.

Though massage therapists are included in the authorized group, it’s unlikely one would see a table with clients laying down and getting massaged on a busy sidewalk.

“I don’t think it will go that far,” Sampayan said.

Dew said from what she’s hard “it’s the personal care sector — hair, nail and massage —  that’s most impacted” by the permit extension of city right of way.

Then again, Dew added, “the state guidelines change so much, it is hard to stay on top of it all. I believe the state guidelines say they can’t operate indoors right now, so this allows them to open.”

Bars, however, “still have to serve food to be open in or outside, last I checked,” Dew said.

The mayor said he’s behind the current phase restrictions of COVID-19, though adding “I think it’s something we should have done earlier on. I do believe we’re doing the right thing to prevent the spread of COVID-19. I’m behind the state on this one.”

Sampayan said “there was a rumor I heard” that the county will announce “in another week or so” the latest re-opening phrase “because our numbers have dropped.”

Vallejo’s had 1,777 positive COVID-19 tests, tops in the county. Fairfield is second (1,686) and Vacaville third (896), as reported by Solano Public Health this week.
