Seven members of the Hillsboro Planning Commission convened at 12:30 Thursday afternoon, Sept. 17, in city hall chambers; also present were city planner/economic development director Jonathan Weyer and Public Properties supervisor Jim May.

May told of prospects for the Corner Block (formerly Sherman’s) Building on the corner of South Main and Wood Street. A resident of Carlinville who is active state-wide in a movement to rehab historical buildings and did a walk-through of the building determining it to be a solid structure despite an exterior in disrepair, Dave Leonatti will come to the city council meeting scheduled for tomorrow (Tuesday, Sept. 22) to present further details.

Committee member Rex Brown reminded the group that a walk-through had been conducted by another group of engineers before the city and the current owner went to court. At issue were liability factors and demolition costs if that becomes the solution; those costs could reach $400,000 or more. Brown said reports that can be compared would be useful.

Weyer said the owner’s (Gerald Jozwiak) asking price has come to a more reasonable level; Weyer said, “Jerry is highly motivated to sell.” Thus, he feels interest in the property has risen depending upon the structural analysis and liability resolutions. Tuesday’s meeting begins at 7 p.m.

May, who attends Natural Resource Committee meetings, summarized that group’s current concerns. One issue is rewriting lake lease lot rules to recognize the different problems those who have built houses on the lake have contrasted to those who lease a lot to visit perhaps four times a year.

Don Karban gave two committee reports. The Hillsboro Community Development Corporation has picked plans for the duplex they plan to build on Oak Street; they will talk to zoning officer Gary Satterlee about a variance regarding required setbacks from neighboring property lines because the lots they purchased are only 80 feet deep.

Karban had also talked with HUD grant facilitator Tom Dunham about progress on the Anna Street area block grant. Two of the three houses chosen for the work are “... nearing completion.” A walk-through for contractors bidding to do work on the next group of four homes was recently completed, and Dunham hopes to do another group later as funds allow.

Imagine Hillsboro president and commission secretary Barb Hewitt said the Farmer’s Market held on the first and third Saturday mornings of each month on Lincoln Plaza continues to draw vendors and customers. Also, work continues on the Central Park project; the group’s Parks and Recreation Committee hopes to hold a fundraiser in October.

Weyer said graphic designer Nancy Slepicka is working diligently on the presentation which he will introduce at a Public Hearing before adoption by the city council.

Chairman Tom Gooding asked questions about the zoning board and zoning code; primarily his concern is wording that makes the same body that makes a decision also the body to which appeals have to be directed. No one present knew of any move towards a solution; only Weyer was there to represent the city.

Before the meeting adjourned, the members voted to change the time of the meetings from 12:30 p.m. to 10:30 a.m. They will still meet on the third Thursday of each month, so the next meeting will be on Oct. 15 at 10:30 a.m.
